Install the lip seals then the cork rails. I'm not sure what the "prescribed" way is, but either way will work, actually. When you torque the pan down it will overcome any gaps/gasket stack anyway. Just don't over-do the rtv sealer or it will push both the cork and the rubber out at the corners. ….
