I can't post images on subreddits when I'm using a browser. Doesn't matter if it's on my computer or my mobile. On the same subreddits I however can post images using the android app. So it's not that the subreddits I tried to do that don't allow image posting at all. I tried different browsers. I see no reason that they can't have both the hover menu enabled at the same time as having the save image option available when right clicking on the image itself.
