The radiator outlet is below this, and you will never purge the air in the upper rows otherwise. It's simple and quick.A lot of pros nowadays fill and burp the system using vacuum. The boiling temp gets raised when water is under pressure. You don't have the radiator cap on, so the system is not holding pressure. Boiling would be expected, but you should be able to burp the majority of the air out before it gets that hot while it's idling.
